Employability and Skills


Young people engaging with members across the 4in10 network tell us they face huge challenges when it comes to acquiring the skills they need to pursue their ambitions and gain good jobs. For those living on low incomes, these barriers are much greater than for their more affluent peers. Young people who have had negative and fragmented educational experiences it can be very difficult for them to access a second chance to obtain qualifications. Financial and bureaucratic barriers often stand in their way.

For those with qualifications, the cost of living in London can make it very difficult for them to be able to take opportunities to gain work experience when these are offered on an unpaid or low paid basis. The world of work is also changing at rapid pace and young people need better advice and support about how to navigate this.

Calls to action


The GLA and London Councils must put widening opportunities for young Londoners at the heart of the London Growth Plan and Inclusive Talent Strategy.

In areas of the city that are being regenerated, where developers are required to make employment opportunities and apprenticeships available to residents as part of section 106 agreements, these must be better tailored to the local community and local authorities must hold developers to account so that local young people are not excluded from these opportunities
